Experienced collective bargaining lawyers are as important in Michigan as they ever were – perhaps even more so. Clients have been hiring me to meet and bargain with Michigan unions since 1986 – yet it’s rare that people understand the art and balance of it, how to do it effectively. Steven Girard focuses his practice on complex labor and employment matters and disputes, as well as governance – for private sector businesses, health care entities and municipal entities throughout Michigan. He is skilled in collective bargaining, Act 312 eligibility issues, unfair labor practice charges, discrimination, FLSA, OSHA and other employment matters. Steve has negotiated and served as chief spokesperson on hundreds of collective bargaining agreements, comprising both initial and renewal contracts.

Clients in the municipal sector include counties, cities, townships, villages, community mental health agencies, road commissions, central dispatch authorities, county medical care facilities and county health and human services boards. Each Michigan county (there are 83) is permitted to create its own nursing home. So far, 35 of them have done so and Steve represents them all, as general counsel, helping them to tackle the myriad issues – including labor shortages and mask and vaccine mandates – that have faced them as a result of the pandemic. He has also served as general counsel to the Michigan County Medical Care Facility Council for over 20 years.

Steve regularly prepares and handles grievance arbitration cases; prepares policy manuals and employee handbooks; and investigates and prepares position statements on discrimination cases, unemployment matters, FLSA and OSHA issues, employee discharges and myriad other labor and employment matters. With respect to interest arbitrations, Steve has expertise in Act 312 (binding police and fire) arbitrations and fact-finding (interest arbitration) proceedings. He has served as the employer delegate to Act 312 arbitration panels, and litigated Act 312 eligibility issues and related unfair labor practice charges – all before the Michigan Employment Relations Commission.
